I always hear people say use your hips wheen you punch,but im not really sure what that means.Am i supposed to rotate my hips when i punch?

yeah sortof use like torso rotation in your punch, but also you gotta hit the heavy bag alot, it helps if you hit it too without taped wrists so that way it makes your wrists stronger which is necessary for punching

well as you stand with your left foot back and your right foot forward (or vice versa) your right hip will be further back than your left hip. When you punch you rotate the ball of your back foot and snap your hip forward.
If you really want to know how to punch hard your instructor should be telling you the right techniques on how to squeeze power from technique.

Don't clench your fist before contact, do it right before, and use your legs. Just watch some boxing fights and you will start catching onto how they get their power.

I used to watch it alot but i never understood if their power came from their legs,triceps,hips,abs,etc.I know its all of these but which is most important?

Ever done burpees? (I think thats how you spell it) Look it up on youtube, some people come up with crazy variations haha. Also, look into plyometrics.

Yeah ive heard of burpees but i havent done them in a while since i didnt know what they did for me.  I guess ill start back doing them.

im not saying work them, im saying it's technique, the amount of power you can squeeze from a punch with the correct technique is unreal. This i cannot teach you on the internet. This is the area you need an instructor or need to learn yourself through experience/watching/practicing.
Besides technique other things which will help punch harder are stronger core muscles (workout - punch a heavy bag, slam a tyre with a hammer, any explosive workouts) and other muscle groups like triceps, shoulders and back will contribute to punch power.
Can i ask why you want to know how to improve punchin power?
You said earlier that you meant about street fighting, well, street fighting power punching isnt all that important, it's more knowing where to punch them, punching them before they punch you and following up the punch if need be. But that's my opinion.

I practice Bruce Lee's Jeet-Kune-Do, and punching is definetly a huge part of the art. It very much depends on your stance, but for us, our lead leg is in front, about shoulder width apart(diagonally) from the back foot. When you punch, keep your hand open until the last second when you then close your fist, and either snap(for a jab) or go through(cross). In my stance, you have aproximately 70% of your weight on your back foot, and you're standing on the ball of the foot only, so when you hit, you rotate the foot in the same direction(parallel) as your punch, which propels most of your body weight into the punch.
Now that's how I put body weight and legs into it, but then you also rotate your back/chest, and obviously throw your arm into the hit. The upper-body rotation is very important, and also adds a much longer reach, which you definetly don't want to lean-in to get.
If you follow this technique, you use pretty much your entire body for the hit, and you shouldn't be able to punch much harder without strength training.
